Don’t know if that was the fix or if after a long ass time it just eventually worked. You will have to choose specific dialogues on quests in order to prove these traits. I eventually uninstalled the game and recently reinstalled it, and I went back and it worked. To get this item you must first finish the Secondary Quest called There Can Be Only One which can be taken by talking to the hermit at the middle of the lake in Toussaint, which is directly north of Beauclair Palace.
